Collin
County Receives Most Innovative Program Award
The Governmental Collectors Association of Texas, which
seeks to enhance the ability of government entities to collect due revenue
through education and innovation, has awarded Collin County with its 2007
Most Innovative Program Award, which is given to the organization
selected as having most improved revenue collections through the development
and implementation of innovative procedures, systems, or techniques in
the past year.
Under the direction of Rodney Rhoades, Budget & Finance Director,
and Mónika Arris, Assistant Budget & Finance Director, a multi-departmental
team, along with all County Courts at Law Judges and clerks, worked for
sixteen months to implement a system to streamline and increase the collection
of court costs, fines, and attorney fees. The end results have been impressive:
the average payment plan term for court collections has gone from 34.8
months to only 4.3 months, and the amount of money collected so far this
year is almost three times the total expected.
None of this would have been possible without the following individuals:
