Collin County Fire Marshal
Certificate of Occupancy

Collin County Fire Marshal's Office application procedures for Commercial Businesses in unincorporated Collin County are as follows:

  1. New commercial construction - Any person erecting a new building must complete a Commercial Business Plan Review / Certificate of Occupancy application. When submitting the application to the Fire Marshal's Office you must provide the following plans:
    • Building Plans - 3 copies. One copy will be retained by our office, one copy will be sent to the local fire department in your district and the other will be stamped and returned to you. These plans must be drawn and stamped by a professional. Plan review fee - $50.00
    • If Required Fire Alarm Plans - 3 copies. One copy will be retained by our office, one copy will be sent to the local fire department in your district and the other will be stamped and returned to you. These plans must be drawn and stamped by a professional. Plan review fee - $50.00
    • If Required Fire Suppression Plans - 3 copies. One copy will be retained by our office, one copy will be sent to the local fire department in your district and the other will be stamped and returned to you. These plans must be drawn and stamped by a professional. Plan review fee - $50.00

    Depending on the type of building being constructed and fire alarm system or fire suppression system being installed we may have to do periodical inspections throughout different phases of construction. These inspections will be done in conjunction with the inspections performed by Development Services.

    Once you have completed construction, received a green tag from Development Services, have your power turned on and moved in if applicable, our office will perform the Certificate of Occupancy inspection. Upon passing the inspection, you will receive a certificate that will need to be posted in plain view at a main entrance. The Commercial Business Certificate of Occupancy Inspection Fee is $95.00 and must be paid prior to inspection.

    Your business will receive yearly fire inspections from that point forward at no charge.

  2. New business or change of occupancy - Any person starting or moving a business into an existing building must submit a Commercial Business Operational Permit Application. When submitting the application you must provide the following information:
    • Floor Plan Drawing - 3 copies. One copy will be retained by our office, one copy will be sent to the local fire department in your district and the other will be stamped and returned to you. NOTE: if you are making structural alterations, appropriate building plans must be submitted (see information on #1).

  3. ALL COMERCIAL BUSINESSES - Once you have passed inspections and have received a green tag from Development Services and your electricity is on, please move into your building. We will perform the Commercial Business Operational inspection when you are ready to open for business. You must have this inspection prior to opening or commencement of operation. The Commercial Business Certificate of Occupancy Inspection Fee is $95.00 and must be paid prior to inspection. Our office, from that day, will perform yearly fire inspections forward, at no additional charge.

    NOTE: You must have the business ready to open upon inspection by our office. For example:
    • If you're a merchant selling retail clothing, your inventory must be in place, clothes on racks, counters in place, etc. Literally, if the inspection passes, you should be ready to "open up shop" as we walk out the door.
    • If you're a cabinet shop, the machines should be in place, supplies on shelves, the office furniture in place, and ready to commence operations if the certificate is issued, as we walk out the door.

    Certificate of Occupancy will not be issued if the supplies needed to operate the business are not in place at the time of the inspection.
