Collin County ranks as one of the top growth areas in
the state. Since the 2000 census, the county's population has grown by
more than 15-percent and by 270-percent since the 1980 census. The population
growth along with private and commercial development requires future transportation
planning. Collin County officials believe that now is the time to evaluate
and prepare for the next major outer-loop thoroughfare.
In June 2002, Collin County concluded an Outer Loop
Route Study connecting the future extension of the Dallas North Tollway
(DNT) and U.S. Highway 75. At that time, the Commissioners Court designated
"Corridor A" as the locally preferred corridor (LPC).
In December 2002, Collin County initiated the Collin
County Outer Loop Alignment Study to develop various alignments within
and along the 3,000-foot Wide Corridor A. The alignments will comply with
engineering design requirements for a transportation facility.
More recently, the Collin County Commissioners Court
has approved the preparation of a study to determine a preferred corridor
and route location for the Outer Loop between U.S. 75 and Rockwall County.
HNTB Corporation of Plano was contracted to prepare the study.
The goal of the study is to identify a locally preferred
alignment (LPA) and preserve right-of-way for its future development.
Collin County leaders and project developers are now in the process of
conducting public meetings and providing updates to elected officials.
