Phyllis Cole has served on the Collin County Commissioner's Court since 1991. She was appointed to fill an unexpired term and has since been re-elected three times. As a member of the court, she serves as the vice-chairman of the Health Care Foundation and of the Housing Finance Corporation. She grew up in Monroe, Louisiana, attended Louisiana State University and moved to Plano in 1976.

Court Accomplishments
  • Held tax rate with no increase in 10 years
  • Improved the county bond rating from AA to AAA with Moody's and AA to AA+ with Standard & Poor's
  • Added two attorneys and two investigators at the Collin County Child Advocacy Center
  • Brought two three-lane access roads for SH 121 from the Denton County line to US 75 with an overpass at Custer
  • Helped extend the Dallas North Tollway access roads from SH 121 to US 380 in Frisco with an overpass at SH 121
  • Implemented Performance Based Budgeting and Performance Based Pay for Collin County
  • Helped coordinate a Carevan program for free immunizations
  • Formed a partnership with non-profit agencies to provide free prescription drugs to county citizens who qualify
  • Helped establish a dental program in Plano for senior citizens and children
  • Added a WIC office (a nutrition education program) in Frisco to the existing Plano, Wylie and McKinney clinics
  • Created partnerships with the city of Frisco, Frisco ISD and private entities to build a soccer stadium in Frisco
  • Leveraged $100 million of county bond funds to more than $340 million in road projects
Goals
  • To provide quality services to citizens at the lowest tax rate possible
  • To continue to reduce the crime rate with adults and juveniles by providing adequate space in jails and detention centers
  • To provide quality healthcare to low-income residents
  • To make certain all children of Collin County are immunized by providing services such as clinics and the Mobile Immunization Program
  • To complete the SH 121 expansion project
  • To continue county partnerships with cities to expand parks and hike and bike trails
  • To continue expansion of county road systems and partnerships with cities in expanding roads
